DGTR Announces Oral Hearing on Anti-Dumping Investigation of Sodium Citrate Imports from China

The Directorate General of Trade Remedies (DGTR), part of the Ministry of Commerce & Industry, has scheduled an oral hearing for its ongoing second sunset review concerning anti-dumping duties on sodium citrate imports originating from China. This key hearing is arranged for December 17, 2024, at 3:00 PM IST and will be conducted in a hybrid manner, accommodating both in-person and virtual attendance.

Sodium citrate, an important pharmaceutical agent, functions as a buffer, emulsifier, and sequestering agent. It also serves as a secondary standard in quality control for pharmaceutical labs and manufacturers.

The investigation commenced on September 30, 2024, following the Customs Tariff (Anti-Dumping Rules) framework, aims to assess whether current anti-dumping measures should be prolonged to safeguard domestic industries from potential harm due to inexpensive Chinese imports.

Relevant stakeholders are invited to present essential information to assist the DGTR in analyzing the effects of these imports on Indian industries. However, any oral submissions will only be taken into account if they are followed by written documentation.

The session will occur both physically at the DGTR Conference Room, IV Floor, Jeevan Tara Building, Parliament Street, New Delhi, and virtually via Digital Video Conferencing (DVC).

Interested parties can find the list of registered participants on the DGTR’s website, and they are urged to specify their participation mode by December 16, 2024.

Participants are also required to submit written accounts of their oral remarks and rejoinders in confidential and public formats. These submissions must be sent via email to the provided DGTR contacts.

This hearing carries significant weight as it may determine whether anti-dumping duties on sodium citrate – an essential ingredient for the pharmaceutical sector – will continue.
