In a case of disproportionate assets, a district court in Solan has found an officer of the Drug Department and two others guilty, sentencing them to imprisonment and imposing fines. This verdict was delivered by Special Judge Arvind Malhotra of the Solan District Court. Providing information on the matter, Hemant Chaudhary, the Deputy District Prosecutor of the State Vigilance and Anti-Corruption Bureau, stated that while serving as a Drug Inspector in Solan and a Drug Controller in Baddi, the accused, Kapil Dhiman, had amassed assets beyond his known sources of income.
The court sentenced Kapil Dhiman to three years of rigorous imprisonment and a fine of 500,000 rupees. Additionally, the court handed down two-year prison terms to his father and nephew, and ordered that assets worth about 6.5 million rupees (65 lakh) belonging to all the convicted individuals—both movable and immovable—be brought under government control.
Hemant Chaudhary explained that in 2012, the Vigilance Department received a complaint alleging that then-Drug Inspector of Solan and Drug Controller of Baddi, Kapil Dhiman, had accumulated immense wealth through unethical means. The involvement of his father, nephew, and three other industrialists was also indicated. On December 14, 2012, the Vigilance Department registered a case against the accused, examining the assets he acquired over a certain period from 2001 onwards. The investigating agency was stunned by the extent of his amassed property, which took three days for the police to inventory after being recovered from his residence.
Among the seized items were documents for luxury flats worth millions, expensive cars, motorcycles, gold ornaments, gold coins, gold bars, silver jewelry, silver coins, silver bars, silver idols, costly wristwatches, and a large quantity of premium foreign liquor, along with other valuables worth several lakhs of rupees. During the investigation, the Vigilance Department found that Kapil Dhiman’s father, Laxman Dhiman, and his nephew, Puneet Dhiman, were also involved in the conspiracy, and cases were filed against them as well as three other industrialists. Due to a lack of evidence, the industrialists were acquitted.
Chaudhary stated that the court found the son, father, and nephew guilty of accumulating wealth through unethical means. In this matter, Drug Inspector Kapil Dhiman was sentenced to three years of rigorous imprisonment, fined 500,000 rupees, and ordered to hand over a flat worth 3.5 million rupees (35 lakh) in Panchkula to the government. Additionally, the father and nephew were sentenced to two years of rigorous imprisonment, fined 200,000 rupees each, and their assets—including the father’s three-story building worth 1.5 million rupees (15 lakh) in Aut, Kullu District, and the nephew’s fixed deposit of approximately 1.5 million rupees (15 lakh) in a bank—were ordered to be placed under government authority.
